Bureau of Energy Efficiency

The requirements of the Energy Conservation Act, 2001 led to the establishment of the Bureau of Energy Efficiency (BEE) on March 1, 2002, by the Government of India (GOI). BEE was established to create rules and build strategies for achieving energy efficiency while placing a focus on self-regulation.

The Ministry of Power will be in charge of managing BEE to improve delivery methods, give leadership, and develop conservation strategies that would ultimately lead to the effective preservation of energy.

Objective of BEE

The Conservation Act of 2001 created the BEE with the following goals in mind:

 1. Give national activities to save energy a policy framework and direction.

 2. Set up systems and procedures to measure, track, and verify improvements in energy efficiency in each sector and across the country.

 3. Use multilateral, bilateral, and private sector support to put programmes and projects in place that help people use energy more efficiently and save it.

 4. Coordinate policies and programmes on how to use energy efficiently and save it, with the help of different groups.

 5. Coordinate policies and programmes on how to use energy efficiently and save it, with the help of different groups.

 6. To show, through a partnership between the public and private sectors, how the Energy Conservation Act's delivery mechanism for energy efficiency is to work.

Regulatory activities

Consumers use star ratings to establish a norm for home appliances and product designs in a variety of markets.

  • Creating a benchmark for home appliances and a design strategy for the items by incorporating star ratings into a variety of products, such as refrigerators, water heaters, air conditioners, fans, pumps, and so on.

  • Controlling the Star Ratings System.

  • The BEE Board creates standards for commercial and institutional energy conservation.

  • The formulation of criteria for the level of energy consumption

  • Energy Managers and Energy Auditors who can do energy audits need to be certified.

Promotional initiatives on the part of BEE

  • BEE handles the creation of awareness campaigns as well as initiatives to promote star ratings and energy efficiency.

  • organizes training for members who are active in managing initiatives related to energy efficiency

  • The establishment of processes for testing and certification, as well as the advertising of testing facilities

  • Encouragement of creative methods of funding energy efficiency projects.

  • The development of an educational curriculum about the effective management of energy resources and other energy-saving strategies.

  • Gives economic support to businesses to encourage energy efficiency.

Standards and Labeling under BEE

When it comes to energy efficiency, some limitations are referred to as standards. This remains valid for the consumption rates of products that have been manufactured. Electrical appliances, including air conditioners, refrigerators, washing machines, and coolants, are subject to energy consumption rules.

When discussing how much energy a product uses, the term "standards" is used to refer to the set limitations of energy consumption for that specific product. When it comes to energy, manufactured goods have to stay within certain parameters that have been specified.

The performance of a given product is included in its labeling as part of the BEE registration process. This demonstrates the quantity of energy that it needs to function.

 Multiple Labels

The product must be labeled with star ratings ranging from 1 to 5. BEE collaborates with a professional team of experts and stakeholders for labeling, which includes members from the industry, industry associations, consumer organizations, and the government.

Labels are classified into two types:

Comparative label- Using this label, particular markings on the different models of the product provide buyers with the necessary information, such as star ratings 1 to 5 with the BEE logo and license number.

Endorsement label- Products are evaluated here based on the minimum performance parameters for their particular product category.

Criteria for getting a BEE certificate in India

Find out if you are eligible for either mandatory or voluntary BEE certification before you apply for it.

According to the guidelines for the BEE star rating, some products have to be on the BEE mandatory product list, while others can be on the BEE voluntary product list. But instead of making things harder, let's just give you a list of things that need your full attention:

 1. Refrigerator: Usually, when people look for the answer to the question "How to get a star rating for a refrigerator," they are actually looking for this product. Most people want a BEE-rated refrigerator because it uses a lot of energy. But rating the energy efficiency of a refrigerator is the hardest. It's for a number of reasons, but one of them is that the star rating for frost-free refrigerators and for regular refrigerators is different, which means that they would have to be tested in different ways.

 2. Air Conditioner: The air conditioner was the first thing to get a star rating, even before the refrigerator. To get a 5-star rating from BEE, you have to make your product.

 3. Ceiling Fan: With BEE certification, it's easy to give customers ceiling fans with a 5-star rating from BEE.

These are the most common ones, but there are other things for which you need a star rating:

Electrical Appliances

  • Tubular Fluorescent Lamps

  • Air Conditioners (Room, Corner, Inverter)

  • Distribution Transformer

What steps must be taken to receive BEE approval?

The following is the BEE registration procedure:

  1. Product tests in India

Scope of Applicant: Only the manufacturer, importer, or trader is eligible to apply for a license under the star labeling scheme governed by the Bureau of Energy Efficiency (BEE). The following is a definition of the eligibility of each applicant.

Manufacturer: The BEE's star labeling system allows the manufacturer of the final product to register themselves for the scheme. One brand can only be registered under one login, and only one product category can be registered under that login.

Importer: Any Indian company that is interested in importing a product that is covered under the BEE mandatory certification regime is required to go through the BEE certification process by the star labeling scheme that is used by BEE. However, a single importer is only permitted to register a single brand and one product category under their single login.

Trader: Any domestic trader who operates within their own country and deals in items that are subject to the mandatory certification requirements of the BEE must go through the BEE certification procedure according to the star labeling scheme established by the BEE. However, a single dealer is only permitted to register a single product category with a single brand under a single login.

India's process for getting the BEE certification

How to register for a BEE certificate in India

The BEE registration or BEE certification process, or the process of getting an Energy Star rating, is different from other certifications in that it has two levels:

 1. Brand Level Certification or BEE Brand Registration: The level of a brand's BEE certification. It's a registration that covers a lot of things.

 2. Model-Level Registration or BEE Model Registration: At the model level, all of the products under the BEE-registered brand get BEE certification separately.

Complete registration only happens after you have passed the certification process at both levels of BEE status.

As for the process, India's BEE certification goes through the same three steps:

 1. examining the appliance to determine how much energy it consumes.

 2. Putting in a request for BEE certification. There is a way to register a BEE licence online, which also means that the application process can be done online.

 3. Sending the application or the BEE licence form to the Bureau of Energy Efficiency by filling out the BEE licence online application. Remember that you will get a Bureau of Energy Efficiency login during this step. After receiving the login, complete the application and pay the certificate fee. For the entry-level BEE certificate, the entry fee is the same, but the model BEE certification fee is charged per model.

 4. Submitting the offline documents as well; "The BEE certificate form is not only to be filled out during the BEE certificate online application process, but a hard copy of it—a properly filled BEE registration form PDF—must also be sent to the BEE rating agency. The documents must be sent along with the application. As for where to send it, the address of the bee office changes depending on where you live. When you fill out the application, the consultants will help you get there.

 5. Getting the application processed and getting the certificate on time During the processing of your documents, the department will do a thorough BEE verification process to make sure that they are valid.

BEE star rating means you won't get the 3-star BEE rating or the 5-star BEE rating right away. BEE does a series of tests to see if your products meet certain standards before giving you a star rating.

During the BEE certification process in India, you'll also have to check the status of your application. If there are any problems with your application, you'll be told right away. After that, it would be up to you to do a follow-up and fix those mistakes. Only then will your BEE certificate registration be complete.

Remember that once you get the BEE compliance certificate, the BEE will be keeping an eye on your product. It means you can't lower the quality of your product on a whim to make money quickly.

BEE saves energy.

Based on the impact assessment report for 2019–20, the BEE has met the following energy-saving goals:

 A. By saving 158.24 billion units of electricity, worth INR 89,434 crores, 129.7 million metric tonnes of CO2 were not released into the air.

 B. Savings in thermal energy of 15.59 million metric tonnes of oil equivalent, worth INR 28,683 crores, led to a decrease in CO2 emissions of 58.675 million metric tonnes.

 C. The total amount of energy saved is 29.18 million metric tonnes of oil equivalent, which is 3.15 percent of the country's total primary energy supply.

 D. The total amount of money saved is about INR 118,116 crores, which is the same as cutting CO2 emissions by about 188,4 million metric tonnes.

314 million metric tonnes of CO2 have been saved because LED bulbs have been sold by private companies.
