​In India, what is a "non-network license"?

The Wireless Planning Coordination (WPC) gives out non-networked licenses for some of the licenses it gives out. These licenses are needed to sell, buy, and import certain wireless products.

You must get a non-import license from the Department of Tele commission's WPC wing if you want to do business this way.

India's procedure for getting non-network licenses

Different kinds of non-network licenses have different requirements for documentation and application processes. Let's look at them one at a time:

License for Radio Paging (Captive)

1. To get this non-network license, you must download the application in the correct format from the official WPC portal.

2. The area where this radio-paging license holder works must be under the RLO's control.

3. Print the form you fill out online.

After the applicant has met all of the above requirements, WPC sends them a letter called a "Decision Letter." The license is then given to the applicant after he or she turns in the following papers:

1. A copy of the letter from the judge

2. Payment of the license fee

3. An invoice for the goods

4. A hub station must have a copy of its SACFA clearance.

Maritime Mobile Station License

A. Download the application for a license from the WPC website and fill it out in the way it says to.

Include these documents with your application:

1. Registration of the ship from the Mercantile Marine Department,

2. DG shipping issuing name

3. Call sign

4. The boat's official number (of STP)

5. A copy of the Indian registration certificate (for a regular license).

6. An inspection report signed by a licensed person and made in the way that the DPL holder wants.

7. A demand draft from SBI for Rs. 5,000 per ship or boat

8. Print the "Maritime Mobile Station License" application you filled out online.

Note: A short-term permit (STP) is given if the information given by the ship owner is not complete.

Aeronautical Mobile Station License

1. The DGCA must submit the application for the aeronautical mobile station license.

2. File the license application in the way that is required.

​Documents to be included with the license application:

a. Registration certificate of an aircraft from the DGCA

b. Inspection certification from an Aircraft Maintenance Engineer (AME) with his license number and inspection date and location

c. SBI demands a draft of Rs. 5,000 per airplane.

d. Print out the online application that is filed under "Aero Mobile Station License" license type.

Note: A short-term permit (STP) is given for 3 months if the information given by the applicant is incomplete.

Import License

In every case, the applicant should send in the following:

1. A form filled out correctly and printed from www.wpc.dot.gov.in

2. A printout of the application for an import license that was made online

3. documentation or specifications about the equipment's frequency band, power, etc.

4. A draft from SBI for Rs. 500 per application


5. A separate application for each place where goods are brought in

 1. Imports by Licensed Users: Documentation

A. A copy of a signed purchase order from the end user holding a decision letter or frequency earmarking letter

B. A copy of a signed invoice from the supplier to the end-user

C. Copy of decision letter/frequency earmarking letter sent by WPC

D. High Seas Sales If the purchase is made through high seas sales, an agreement must be reached between the service provider and its Indian subsidiary.

E. Details about the equipment that was brought in during the past year and how it was used

F. Security clearances for the purchase orders

If you want to import GSM or CDMA wireless equipment, you must submit an Equipment Type Approval from WPC or the necessary documents that prove the equipment meets ITU, TEC, 3GPP, 3GPP-2, ETSI, IETF, ANSI, EIA, TIA/IS, etc. standards.

 2. Importer with a DPL (Dealer Possession License)

A. Copy of the signed purchase order from the end-user holding the decision letter or frequency earmarking letter to the DPL holder

B. Purchase order signed by the DPL holder and sent to the foreign supplier

A copy of the supplier's signed invoice to the DPL holder

E. Copy of the decision letter or frequency earmarking letter sent by WPC to the end-user

F. Information about the equipment that was brought in during the last year and how it was used.

G. A copy of a valid dealer license

H. A list of the equipment in the DPL that is being considered for import.

 3. Import of unlicensed band equipment

A. Copy of signed purchase order from applicant to foreign supplier

B. A copy of the supplier's signed invoice to the applicant

C. copy of the estimated time of arrival (ETA) of the wireless equipment proposed for import, which operates on the 2.4GHz and 5GHz bands

License for a short-range UHF hand-held radio

1. An application form that has been properly filled out and signed by an authorized signatory, as well as Annexures-A and Annexure-B, which can be downloaded from the WPC portal and properly filled out and signed.

2. Each place needs one application.

3. Assignments should only be considered for a certain city or area, not for the whole country of India.

4. There can be no fixed station.

5. The original license must still be valid if the application is for more stations.

6. A printout of a "Short Range UHF Handheld Radio" online license application

After getting the application and the other documents in on time, the WPC will send out the decision letter. The applicant will then get the license he or she needs if the following conditions are met:

1. Payment of the processing fee for a license

2. A copy of the letter of decision

3. An invoice for the equipment from a valid DPL holder who is authorized to hold a DPL.

4. The equipment bought must meet the technical requirements set out in the decision letter.


Experimental License

1. A properly filled out application for an experimental license

2. A short description of the experiment with a diagram of how it was set up

3. Details about how the equipment used in the experiment worked

4. A printout of the online application for "experimental radiating" or "experimental non-radiating," depending on the case.

5. An application with all of the above in four copies and Annexures A and B filled out in every way

6. The applicant must have a valid DPL or NDPL if they don't already have one.

After the application is turned in, the WPC will send out a decision letter. After that, the experimental license will be sent out.

Demonstration License

1. A completed application for a demonstration license

2. A short description of the activity to be done, the date and place of the demonstration, and a diagram of how the activity will be set up.

"Demonstration."

5. An application containing all of the above in four copies, with Annexures A and B filled out in every way

6. The applicant must have a valid DPL or NDPL in order to apply for the same.

After the application is turned in, the WPC will send out the decision letter. After that, the experimental license will be sent out after the following is turned in:


1. paying the license processing fee.

2. A copy of the letter of decision

3. An invoice for the equipment or details about the equipment used in the demo.
