What is a manufacturer's license or registration of packaged goods?
Rule 27 of the Legal Metrology Rules of 2011 states that a packer or manufacturer who also sells or distributes pre-packaged goods must apply for the registration of packaged goods.
Packaged commodity registration is the name for this process.
The person who makes or packs the product must fill out an application for packaged commodity registration within 90 days of the product's first pre-packaging.
What exactly is a pre-packaged good?
The law says that a "pre-packed commodity" is any good that is put into a package without the buyer being there. The package can be sealed or opened, but there are only a certain number of the products inside.
Declarations are required for registering a packaged good.
The manufacturer-packer certification must make the following statements:-
1. The item's list price.
2. The month in which it was created.
3. The year it was made.
4. The name of the company that created it.
5. The number to call for customer service.
6. Email ID.
Criteria for Getting a Manufacturer's License in India
A. You must follow all the rules in the LMPC requirement in order to get the manufacturer's license.
B. Every company that makes or packs weights or measures must keep records and registers that the LMPC certificate authority tells them to.
C. The records and registers that are kept must be shown to the people who are authorized to do so at the time of the inspection.

E. No one can do any of the following when it comes to a good, thing, or service:
1. Give a price or charge or make an announcement about it.
2. Give out or show any price list, bill, or cash memo.
3. Make or print any kind of ad or poster.
4. Write down the net amount of a product that has already been packaged.
5. Give a quantity or size that isn't based on the standard unit of weight, measure, or number in connection with a transaction or protection.
The rules can't apply to the export of any goods, services, or things.
Documents Needed in India for a Manufacturer's License
In India, the following documents are needed to register a manufacturer:
1. Incorporation certificate.
2. Memorandum of Association.
3. The Articles of Association (AOA).
4. Proof of the applicant's identity.
5. Proof of the address of the factory.
6. Information will be shown in the display pane.
7. DD of the license fee for the manufacturer.

How do I get a license to pack in India?
In India, here's what you need to do to get a Legal Metrology Packer license registration:
1. Fill out the form for a packing license.
2. Send it to the LMPC department along with the documents they need.
3. Wait for the report.

Penalty for making things that don't meet standards for weight or measure
(a) Doesn't meet the weight or measurement standards set by the LMPC Act
(b) Displays a weight, measure, or number that does not correspond to the standards for that weight, measure, or number.
The person who breaks the law will have to pay a fine that could go up to 20,000 rupees. For a second or later offense, they could go to jail for up to three years or pay a fine, or both.

Under the LMPC Certification Act, if someone makes measurement units without a valid license, they could be fined up to 20,000 rupees. For a second or subsequent offense, they could go to jail for up to a year, pay a fine, or do both.
